The Queensland Government referred this matter to the Board in December 2024. The Board completed the review under section 29I of the Queensland Family and Child Commission Act 2014 (Qld). The final report was released on 8 December 2025.

In Plain Sight is the product of a 12-month review completed by the Board. The review examined System responses to child sexual abuse, with a focus on the early childhood education and care sector, police services, and the blue card system, using the matter of Ashley Paul Griffith as a case study.

The report is titled In Plain Sight because those who seek to harm children are too often operating openly in our community, visible to systems, neighbours and institutions, yet unseen for who they truly are and for the risk they pose to children.

In 2022, the Queensland Centre for Mental Health Research (QCMHR) was commissioned by the Queensland Department of Health to develop an evaluation framework for Queensland’s Youth Step Up Step Down (SUSD) services. The framework was co‑designed with key stakeholders and trialled to assess its acceptability and feasibility.

The evaluation was commissioned by Queensland Health's Mental Health, Alcohol and Other Drugs Strategy and Planning Branch (MHAODSPB) to inform the future design, delivery, and sustainability of Adult Step Up Step Down services.

Orygen Digital’s Moderated Online Social Therapy (MOST) is a freely accessible, online digital mental health platform designed for young people aged from 12 to 25-years-old. It provides access to social engagement with other young people, therapeutic mental health content, and contact with clinicians and career consultants. MOST has two platforms, one for 12 to 14-year-olds, and one for 15 to 25-year-olds.

In October 2021, Orygen Digital was funded by the Children’s Hospital Foundation and Queensland Health to trial MOST in seven Queensland Hospital and Health Services (HHSs), and 12 selected headspace centres statewide. This trial was called the Q-MOST pilot. During the pilot, young people could be referred to MOST by clinicians at participating headspace centres and or Queensland Health mental health services.

Who commissioned the evaluation of the Q-MOST pilot?

QCMHR’s independent evaluation of the Q-MOST pilot was commissioned by the Children’s Hospital Foundation and was conducted by the Mental Health Evaluation Stream at the Queensland Centre for Mental Health Research.

When did the evaluation take place?

The evaluation was conducted between 22 December 2021 and 30 May 2024.
